Deadline Approaching for Applications to the Canada 150 Infrastructure Program.

June 14, 2016. – Steinbach, MB – Ted Falk, Member of Parliament for Provencher, is reminding organizations in Provencher that the Canada 150 Community Infrastructure Program (CIP 150) deadline is June 22, 2016 (3 pm CST).

CIP 150 is part of Canada 150 Celebrates, the Government of Canada’s celebration of our country’s 150th anniversary of Confederation. Budget 2016 provided an additional $150 million over two years to Canada’s Regional Development Agencies to deliver further community funding across the country, starting in 2016-17, with Western Economic Diversification Canada (WD) being responsible for administering the program in Western Canada.

“Canada’s 150th anniversary of Confederation in 2017 is set to be an exceptional year for Canadians and their country”, said Falk. “I would like to encourage local organizations to submit their online applications for improvements to their community infrastructure.”

The Government of Canada will invest in projects that seek to renovate, expand and improve existing community infrastructure.

WD, on behalf of the Government of Canada, is delivering this second call for proposals under CIP 150 in Western Canada beginning May 24th, 2016. Applications must be submitted by June 22nd, 2016 at 3:00 pm CST.

BACKGROUNDER:

Priorities:

First, each application will be assessed to determine if it meets the eligibility criteria (listed below).

For this intake of applications, priority will be given to projects that address one or more of the following:

Upgrades to recreational facilities;
Advance a clean growth economy; and/or,
Impact on Indigenous communities and peoples.
In addition, funding from sources other than the Canada 150 Community Infrastructure Program must be confirmed at the time of application.

Other considerations may include:

Projects that will leave a meaningful, lasting legacy resulting from CIP 150 (i.e., Upgrades that will provide long-term benefits to a community that are recognized as a lasting legacy from Canada 150);
Projects that are seeking less than 50% of the total project costs from CIP 150;
Projects that will be completed by Fall 2017; and,
Ability to start the project quickly.

Eligible Activities:

WD will invest in projects undertaking renovations to existing community infrastructure. Examples of the type of community infrastructure that can be supported include:

Recreational facilities including local arenas, gymnasia, swimming pools, sports fields, tennis, basketball, volleyball or other sport-specific courts or other types of recreational facilities;
Parks, recreational trails, such as fitness trails, bike paths and other types of trails;
Community centres (including legions);
Cultural centres and museums;
Campgrounds;
Tourism facilities;
Docks;
Libraries;
Cenotaphs; and,
Other existing community infrastructure for public benefit.

Eligible projects must meet the following criteria:

The amount of funding being requested under CIP 150 cannot exceed 50% of the total costs of a project, up to a maximum of $500,000;
The maximum contribution from ALL Government of Canada sources (including CIP 150 and other sources such as the Gas Tax Fund) cannot exceed 50% of the total costs of a project;
Be for the rehabilitation, renovation, or expansion of existing infrastructure for public use or benefit;
Be community-oriented, non-commercial in nature and open for use to the public and not limited to a private membership;
Be for facilities located in Western Canada (British Columbia, Alberta, Saskatchewan or Manitoba); and,
Be materially complete by March 31, 2018. A project is considered to be materially complete when a substantial part of the improvement is ready for use or is being used for the purposes intended.

In addition, an applicant must:

Submit an online application form by June 22, 2016 (3 pm CST) and include all mandatory attachments; and,
Be available for follow-up from June – August 2016.

Applicants who applied under the first intake of CIP 150 may apply again under this second intake. Please ensure that your funding application meets the updated program priorities for the second intake.

Eligible applicants include:

A local or regional government established under provincial or territorial statute;
A public sector body that is wholly owned by an eligible applicant listed above;
A not-for-profit entity;
An entity that provides municipal-type services to communities, as defined by provincial or territorial statute (including school boards and Metis settlements); and,
A First Nation government, including a Band or Tribal Council or its agent (including wholly-owned corporation) on the condition that the First Nation has indicated support for the project and for the legally-designated representative to seek funding through a formal Band or Tribal Council resolution, or other documentation from Self-governing First Nations.

In addition, eligible applicants must directly own the infrastructure assets, facility or land which are being renovated or have a long-term lease in place with permission from the owner to undertake renovations. If you have a long-term lease in place, it is mandatory that you attach a copy of the lease and, where necessary, proof that you have permission from the owner to undertake renovations.

Application Process:

In Western Canada, the CIP 150 will be delivered through a Call for Proposals process where applicants will have 30 days from the beginning of the application period to submit their application.

Applications will not be accepted outside of the application period. Saved applications that have not been submitted prior to the end of a deadline period will not be assessed by Western Economic Diversification Canada.

Priorités :

Chaque demande sera d’abord évaluée pour déterminer si elle répond aux critères d’admissibilité (répertoriés ci-dessous).

Pour ce second appel de propositions, la priorité sera accordée aux projets portant sur un ou plusieurs des aspects suivants :

revalorisation d’installations récréatives;
promotion d’une croissance économique écologique;
incidence sur les communautés et populations autochtones.
En outre, les fonds accordés par des sources autres que le Programme d’infrastructure communautaire de Canada 150 doivent être confirmés au dépôt de la demande.

D’autres éléments pourraient aussi être pris en considération :

les projets qui, suite au PIC 150, laisseront un riche patrimoine durable (p. ex. des projets de revalorisation qui fourniront à une collectivité des bienfaits à long terme, reconnus comme legs durables de Canada 150);
les projets qui sollicitent au PIC 150 une contribution financière inférieure à 50 % des coûts de projet totaux;
les projets qui seront conclus d’ici l’automne 2017;
la capacité d’amorcer le projet rapidement.

Activités admissibles :

DEO investira dans des projets de rénovation de l’infrastructure communautaire existante. Voici des types d’infrastructure communautaire pouvant être visés :

les installations récréatives, dont les arénas, gymnases, piscines, terrains de sport, terrains de tennis, volleyball ou autres, ou bien d’autres types d’installations récréatives;
les parcs, sentiers récréatifs, notamment les sentiers de mise en forme, pistes cyclables et autres types de sentiers;
les centres communautaires (y compris les légions);
les centres culturels et les musées;
les terrains de camping;
les installations touristiques;
les quais;
les bibliothèques;
les cénotaphes;
toute autre infrastructure communautaire existante destinée au public.

Les projets admissibles doivent satisfaire aux critères suivants :

l’aide financière sollicitée dans le cadre du PIC 150 ne peut pas excéder 50 % des coûts totaux du projet, jusqu’à concurrence de 500 000 $;
la contribution maximum de TOUTES les sources du gouvernement canadien, dont du PIC 150 et de sources comme le Fonds de la taxe sur l’essence, ne peut pas excéder 50 % des coûts totaux du projet;
viser la restauration, la rénovation ou l’agrandissement d’infrastructure existante que le public utilisera ou dont il profitera;
viser des intérêts communautaires et non commerciaux, et viser des infrastructures publiques plutôt que réservées à des groupes privés;
viser des installations situées dans l’Ouest du Canada (Colombie-Britannique, Alberta, Saskatchewan ou Manitoba);
être essentiellement complété d’ici le 31 mars 2018 – un projet est essentiellement complété lorsqu’une portion importante de l’infrastructure restaurée est prête à l’utilisation ou est utilisée aux fins prévues.

Les demandeurs doivent aussi :

présenter leur formulaire de demande en ligne, auquel tous les documents obligatoires seront joints, d’ici le 22 juin 2016 à 15 h HNC;
pouvoir être rejoints aux fins de suivi de juin à août 2016.

Les demandeurs qui ont présenté une demande dans le cadre du premier appel de propositions du PIC 150 peuvent participer au second appel de propositions. Veuillez vérifier que votre demande répond aux priorités du second appel.

Sont admissibles :

un gouvernement régional ou une administration locale établi au titre d’une loi provinciale ou territoriale;
un organisme public détenu en exclusivité par un des demandeurs admissibles précédents;
un organisme sans but lucratif;
une entité offrant des services de type municipal à une communauté au titre d’une loi provinciale ou territoriale, y compris les commissions scolaires et établissements métis;
un gouvernement des Premières Nations, y compris un conseil de bande ou tribal ou son mandataire (dont une société à propriété exclusive), à condition que la Première Nation ait donné son appui au projet et ait désigné légalement un représentant pour la recherche de fonds par l’intermédiaire d’une résolution adoptée en bonne et due forme par un conseil de bande ou un conseil tribal, ou d’un autre document signé par la Première Nation autonome.

De plus, le demandeur admissible doit être directement propriétaire des biens, de l’installation ou du terrain de l’infrastructure qui fait l’objet de rénovations ou détenir un bail à long terme, avec la permission du propriétaire d’entreprendre les rénovations proposées. S’il détient un bail à long terme, le demandeur doit joindre à sa demande une copie du bail et, au besoin, une preuve qu’il a la permission du propriétaire d’entreprendre les rénovations souhaitées.

Processus de demande

Dans l’Ouest canadien, le PIC 150 sera offert dans le cadre d’un processus d’appel de propositions conformément auquel les demandeurs disposeront de 30 jours à compter du début du processus pour présenter leur demande.

Aucune demande ne sera acceptée en dehors de la période de présentation des demandes. Les demandes sauvegardées qui n’auront pas été soumises avant la fin d’une période établie ne seront pas évaluées par DEO.
