ECONOMIC ACTION PLAN 2015 DEMONSTRATES COMMITMENT TO JOBS, GROWTH, & SECURITY IN PROVENCHER

STEINBACH, MB – Member of Parliament Ted Falk is welcoming the Harper Government’s Economic Action Plan 2015. It will support jobs and growth in Provencher, help our families and communities prosper and ensure the security of all Canadians.

“We have kept our promise to Canadians by balancing the budget in 2015, the first balanced budget since the global recession,” said MP Falk. “Since then, under our leadership, Canada has created over 1.2 million new jobs. However we live in uncertain times and the global economy remains fragile. That’s why Economic Action Plan 2015 will continue our Government’s focus on creating more jobs and growing the economy across the country.”

Economic Action Plan 2015 includes key measures to support Provencher families and to support the Manitoba economy, including:

Supporting Families: Economic Action Plan 2015 benefits 100% of families with children by lowering taxes and increasing benefits. An average family will receive $6,600 in support per year due to measures our government has introduced.

Tax Free Savings Account: Economic Action Plan 2015 proposes to increase the Tax-Free Savings Account annual contribution limit to $10,000, effective for the 2015 taxation year. There are now 11 million Canadians who have opened accounts to save money for their priorities.

Cutting Tax for Small Business: Economic Action Plan 2015 proposes to further reduce the small business tax rate down to 9% by 2019. Due to measures taken since we formed government, we have reduced taxes for small businesses by almost 50%.

Supporting Job-Creating Businesses: Economic Action Plan 2015 proposes to provide funding to responsibly develop our resources, to support our aerospace industry, and to increase the Lifetime Capital Gains Exemption to $1 million for our farmers and fishermen.

Supporting Seniors: Economic Action Plan 2015 proposes to provide more flexibility for seniors by reducing the minimum withdrawal factors for Registered Retirement Income Funds to permit seniors to preserve more of their retirement savings. Economic Action Plan 2015 also proposes to introduce a new, permanent, non-refundable Home Accessibility Tax Credit for seniors and persons with disabilities.

National Security: To ensure that our Armed Forces continue to have what they need to accomplish the dangerous tasks Canadians ask of them, Economic Action Plan 2015 proposes increase National Defence’s budget by $11.8 billion over 10 years. We are also providing new funding to help counter violent extremism and terrorism.

The Province of Manitoba will receive record high transfer payments to support health care, education, and social programs. Specifically, Manitoba will receive $3.4B in federal transfers this year – a $717M increase (or 26%) from under the old Liberal government.

While we’re focused on creating jobs, Justin Trudeau has the same old Liberal high tax, high debt agenda that will threaten jobs and set working families back. Meanwhile, the NDP continues to push risky high-tax schemes like a $20 billion carbon tax that would hurt Canada’s economy and kill Canadian jobs. Only our Conservative Government can be trusted to manage Canada’s economy and keep taxes low for the people of Provencher.

“We are proud of our plan that is lowering taxes and providing benefits directly to families right here in Provencher, allowing them to reinvest in the Canadian economy,” said MP Falk.

Economic Action Plan 2015 delivers results for Manitoba:

Improving First Nations Education
o Economic Action Plan 2015 proposes to provide $200 million over five years starting in 2015–16 to improve First Nations education.

Sustained Support for Mental Health Services in First Nations Communities
o Economic Action Plan 2015 proposes to provide $2 million per year ongoing beginning in 2016–17 for four mental wellness teams serving First Nations communities.

NOTE: Ongoing funding (Budget 2007) supports six Mental Wellness Teams serving First Nations communities located in southern Quebec, Ontario, Manitoba, southern Saskatchewan, Labrador and New Brunswick.

Recreational Fisheries Conservation Partnerships Program
o Economic Action Plan 2015 proposes to provide $10 million per year for three years, starting in 2016-17, to continue to support the conservation of recreational fisheries across the country.

Supporting the Future of Canada’s RADARSAT Program

Economic Action Plan 2015 announces that the Government will consult with its partners to develop a long-term plan for the next generation RADARSAT technology.

Increasing the Lifetime Capital Gains Exemption for Owners of Farming and Fishing Businesses

Economic Action Plan 2015 proposes to increase the Lifetime Capital Gains Exemption for qualified farm and fishing property to $1 million.

Together, tax measures in Economic Action Plan 2015 that support small businesses and their owners will reduce federal taxes in Manitoba by about $117 million over the 2015-16 to 2019-20 period.

Providing Support to Provinces to Harmonize Apprenticeship Training

Economic Action Plan 2015 proposes to extend further support to provinces and territories to facilitate the harmonization of apprenticeship training and certification requirements in targeted Red Seal trades.

Promoting Blue Seal Certification

Economic Action Plan 2015 proposes to provide $1 million over five years starting in 2015–16 to promote the adoption of the Blue Seal Certification program across Canada.

Fostering Training that Responds to Employer Needs

Economic Action Plan 2015 proposes to provide a one-time investment of $65 million over four years, starting in 2016–17, to better align the curricula of post-secondary institutions with the needs of employers.

Removing Disincentives to Work

Economic Action Plan 2015 proposes to provide up to $53.8 million over two years starting in 2015–16 to extend the current Employment Insurance Working While on Claim pilot project to August 2016.

Enhancing Labour Market Information

Economic Action Plan 2015 confirms new investments in enhanced Labour Market Information and proposes to reallocate $4 million over two years, starting in 2015–16, to support the launch of a new one-stop national labour market information portal. In addition, Economic Action Plan 2015 proposes to reallocate $7 million over two years, starting in 2015-16, to support improved labour mobility.

Ensuring Training Reflects Labour Market Needs

As announced in Economic Action Plan 2013, the Government is renegotiating the $1.95 billion per year Labour Market Development Agreements with provinces and territories to reorient training towards labour market demand.

Investments in Federal Infrastructure

The Government is providing $5.8 billion on a cash basis over six years, starting in 2014–15, to build and renew infrastructure and on-reserve schools across the country.

Canada 150 Community Infrastructure Program

Economic Action Plan 2015 proposes to create a new dedicated infrastructure fund to support the renovation, expansion and improvement of existing community infrastructure in all regions of the country as part of the Canada 150 celebrations.

Securing Agriculture Market Access

Economic Action Plan 2015 proposes to provide $18.1 million over two years, starting in 2016-17, to promote competitiveness and trade opportunities for the agriculture and agri-food sector.

Expanding the AgriMarketing Program

Economic Action Plan 2015 proposes to provide $12 million over two years, starting in 2016-17, to the AgriMarketing Program to promote Canadian agricultural and agri-food products around the world.

Reducing Barriers to Internal Trade

Economic Action Plan 2015 announces the creation of an Internal Trade Promotion Office within Industry Canada to support federal-provincial-territorial negotiations to strengthen the domestic economy by comprehensively renewing the Agreement on Internal Trade.

Major Projects Management Office Initiative

Economic Action Plan 2015 proposes to provide $135 million over five years, starting in 2015-16, to continue to improve the efficiency and effectiveness of project approvals through the Major Projects Management Office Initiative.

Canada 150

Economic Action Plan 2015 proposes to provide $210 million over four years starting in 2015–16 to support activities and events to celebrate Canada’s 150th anniversary in 2017.

STEINBACH, MANITOBA – Le député Ted Falk se réjouit du Plan d’action économique de 2015 du gouvernement Harper. Ce plan va soutenir l’emploi et la croissance dans la circonscription de Provencher, aider nos familles et nos communautés à prospérer et assurer la sécurité de tous les Canadiens.

« Nous tenons notre promesse aux Canadiens en équilibrant le budget en 2015; c’est le premier budget équilibré depuis la récession, a dit M. Falk. Sous notre leadership, le Canada a créé plus de 1,2 million de nouveaux emplois depuis la récession, mais nous traversons une période d’incertitude et l’économie mondiale reste fragile. C’est pourquoi le Plan d’action économique de 2015 reste axé sur la création d’emplois et la croissance économique partout au pays. »

Le Plan d’action économique de 2015 prévoit des mesures clés afin de soutenir les familles de Provencher et l’économie du Manitoba, notamment :

Soutien aux familles : Le Plan d’action économique de 2015 bénéficie à l’ensemble des familles avec enfants en réduisant le fardeau fiscal et en augmentant les prestations. Une famille moyenne va bénéficier d’un soutien de 6 600 $ par année grâce aux mesures prises par notre gouvernement.

Compte d’épargne libre d’impôt : Le Plan d’action économique de 2015 propose d’augmenter la limite de cotisation annuelle au Compte d’épargne libre d’impôt à 10 000 $, dès l’année d’imposition 2015. À ce jour, 11 millions de Canadiens ont ouvert un CELI afin d’économiser pour leurs priorités.

Allégement fiscal pour les petites entreprises : Le Plan d’action économique de 2015 propose de réduire le taux d’imposition des petites entreprises pour l’établir à 9 % d’ici 2019. Grâce aux mesures prises depuis que nous formons le gouvernement, le fardeau fiscal des petites entreprises a été réduit de près de 50 %.

Soutien aux entreprises créatrices d’emplois : Le Plan d’action économique de 2015 propose d’accorder un financement additionnel pour le développement responsable des ressources et pour appuyer notre industrie aérospatiale, et de faire passer à 1 million de dollars le plafond de l’exonération cumulative des gains en capital pour les pêcheurs et les agriculteurs.

Soutien aux aînés : Le Plan d’action économique de 2015 propose d’offrir une plus grande flexibilité aux aînés en réduisant les facteurs de retrait minimaux des Fonds enregistrés de revenu de retraite afin de leur permettre de garder une plus grande part de leurs économies de retraite. Le Plan d’action économique de 2015 propose également un nouveau Crédit d’impôt permanent non remboursable sur l’accessibilité domiciliaire pour les aînés et les personnes handicapées.

Sécurité nationale : Afin que nos Forces armées continuent d’avoir les outils dont elles ont besoin pour réaliser le travail dangereux que les Canadiens attendent d’elles, le Plan d’action économique de 2015 propose d’augmenter le budget de la Défense nationale de 11,8 milliards de dollars sur 10 ans. Nous proposons également de nouveaux fonds pour aider à contrer l`extrémisme violent et le terrorisme.

Le Manitoba recevra cette année un transfert fédéral record pour financer les soins de santé, l’éducation et les programmes sociaux. Plus précisément, le Manitoba touchera 3,4 milliards de dollars, soit 717 millions de dollars (ou 26 %) de plus que sous l’ancien régime libéral.

Alors que nous nous concentrons sur la création d’emplois, Justin Trudeau défend le même vieux programme libéral – hausse des impôts et endettement – qui nuira à l’emploi et désavantagera les familles. Quant au NPD, il continue à préconiser de dangereuses hausses fiscales, comme une taxe sur le carbone de 20 milliards de dollars, qui saperaient l’économie et l’emploi. Seul notre gouvernement conservateur peut gérer l’économie canadienne et réduire le fardeau fiscal des gens de Provencher.

« Nous sommes fiers de notre plan qui réduit les impôts et offre des prestations directement aux familles de Provencher, de l’argent qu’elles peuvent réinvestir dans l’économie canadienne », a ajouté le député Falk.
