LORETTE INCREASES WASTEWATER CAPACITY WITH LAGOON EXPANSION

Project made possible thanks to the Building Canada Fund – Communities Component

Lorette, MB—The Honourable Ron Lemieux, Minister of Tourism, Culture, Heritage, Sport and Consumer Protection on behalf of the Honourable Drew Caldwell, Manitoba Minister of Municipal Government and Ted Falk, Member of Parliament for Provencher, on behalf of the Honourable Michelle Rempel, Minister of State for Western Economic Diversification, were joined today by Robert Rivard, Mayor of RM of Taché, to officially announce the Lorette Lagoon Expansion project.

“The expansion of the lagoon gives Lorette an opportunity to continue growing as a community while better protecting the environment,” said Minister Lemieux. “Projects like this demonstrate our commitment to working together building stronger communities, supporting economic growth in our rural areas and investing in much needed public infrastructure.”

“Our Government understands that by investing in local infrastructure we are strengthening communities, growing the economy, and improving the quality of life for Canadians,” said MP Falk. “The improvements announced here today will have a long-term, positive impact on Lorette, and is an example of our commitment to building a better Canada.”

To address the need for additional treatment capacity and meet regulatory requirements for nutrient removal, the community will be undertaking a lagoon expansion and nutrient removal project. The proposed project will consist of construction of a new aerated primary cell which will be connected to the two existing aerated primary cells. A phosphorous removal system will be installed to filter phosphorous before wastewater proceeds to secondary cell storage. As well, a new secondary cell will also be constructed.

Under the Building Canada Fund – Communities Component the Government of Canada, Province of Manitoba and the Rural Municipality of Taché have each committed $800,000 toward the project.

“It is always great to see the three levels of government work together to serve the needs of our communities. Large infrastructure projects like this lagoon expansion for the community of Lorette would never be able to be accomplished by only the local government. Local rate payers would not have the ability to pay for a project like this without it being a huge burden on local taxes,” said Mayor Rivard. “As long as we all keep working together we can accomplish things like this lagoon project and other infra-structure needs for our communities.”

This project will result in further benefit to the improvement of water quality associated with the Lake Winnipeg watershed. The lagoon expansion project is expected to be complete in 2016.

« L’agrandissement de l’étang d’épuration permettra à Lorette de continuer à croître tout en renforçant les protections environnementales, a déclaré le ministre Lemieux. C’est grâce à de tels projets, menés en collaboration avec nos partenaires, que nous sommes en mesure de respecter notre engagement : nous voulons renforcer les communautés, appuyer la croissance économique dans les régions rurales et répondre aux besoins criants en matière d’infrastructures publiques. »

« Le gouvernement conservateur sait qu’il faut investir dans les infrastructures locales pour renforcer les communautés, pour assurer la croissance de l’économie et pour améliorer la qualité de vie des Canadiens, a dit le député Falk. Les améliorations annoncées aujourd’hui auront des retombées positives à long terme pour Lorette, et il s’agit d’un exemple concret de notre engagement à faire du Canada un pays encore meilleur. »

L’agrandissement de l’étang d’épuration et la mise en œuvre du projet d’élimination des nutriments a pour but d’augmenter la capacité de traitement et de veiller au respect des exigences réglementaires en matière d’élimination des nutriments. Le projet prévoit la construction d’une cellule primaire aérée qui sera reliée aux deux cellules primaires aérées déjà en place. Un système d’élimination du phosphore sera installé afin que les eaux usées qui atteignent la cellule secondaire d’entreposage soient exemptes de phosphores. En outre, une nouvelle cellule secondaire sera construite.

Dans le cadre du volet Collectivités du Fonds Chantiers Canada, le gouvernement du Canada, la province du Manitoba et la municipalité rurale de Taché se sont engagés à investir 800 000 $ chacun pour assurer la réalisation du projet.

« C’est toujours formidable de voir les trois ordres de gouvernement collaborer pour le bien de la collectivité. Les administrations locales seraient incapables à elles seules de mener à bien des projets d’envergure comme l’agrandissement de l’étang d’épuration de Lorette. Un tel projet ferait exploser les taxes municipales, et les contribuables ne pourraient se le permettre, a dit le maire Rivard. C’est en collaborant que nous pouvons réaliser des projets comme l’agrandissement de l’étang d’épuration et répondre aux besoins des localités en matière d’infrastructure. »

Ce projet permettra en outre d’améliorer la qualité de l’eau du bassin hydrographique du lac Winnipeg. L’agrandissement de l’étang devrait se terminer en 2016.
