Provencher will benefit from new $53 Billion Building Canada Plan

Ottawa, ON – February 13, 2014 – Ted Falk, Member of Parliament for Provencher, on behalf of the Honourable Denis Lebel, Minister of Infrastructure, Communities and Intergovernmental Affairs and Minister for the Economic Development Agency of Canada for the Regions of Quebec, today highlighted important details of the $53B New Building Canada Plan.

These details, which relate to key elements of the New Building Canada Fund, provide provinces, territories and municipalities with the information they need to plan infrastructure projects in their jurisdictions. They include dedicated funding for small communities, Provincial-Territorial allocations, project categories eligible for support, cost-sharing thresholds and public-private partnership (P3) screening requirements.

“Our Government has proudly made unprecedented investments in Canada’s infrastructure since 2006,” explained MP Falk. “I am extremely happy to announce that we have now released specific details about the New Building Canada Plan. With the release of these details, communities in Provencher have the information needed to develop their local infrastructure priorities and start planning for the years ahead.”

Economic Action Plan 2013 builds on our Government’s historic infrastructure investments, with $70 billion for public infrastructure over the next decade, including the $53 billion New Building Canada Plan for provincial, territorial and municipal infrastructure. The New Building Canada Plan, which is expected to launch in Spring 2014, is the largest, long-term infrastructure plan in our nation’s history and it will continue to focus on projects that enhance economic growth.

In 2007, our Government provided $33B in stable, flexible and predictable funding across the country. In fact, $6B under existing programs will continue to flow to projects across the country this year and beyond, and municipalities are also receiving $2B a year through the federal Gas Tax Fund.

Through the original Building Canada Plan, infrastructure stimulus measures and other infrastructure initiatives, the federal government has supported over 43,000 projects in Canada that have created jobs and economic growth and contributed to a higher quality of life for Canadian families.

Ces détails, qui portent sur des éléments clés du Nouveau Fonds Chantiers Canada, fournissent aux provinces, aux territoires et aux municipalités l’information dont ils ont besoin pour planifier des projets d’infrastructure sur leurs territoires.  Ils portent notamment sur des fonds dédiés pour les petites communautés, des allocations provinciales/territoriales, des catégories de projets admissibles à un soutien, des seuils de partage de coûts et des exigences de sélection pour les partenariats public-privé (P3).

Le Plan d’action économique de 2013 se fonde sur les investissements records de notre gouvernement en infrastructure, avec un montant de 70 milliards de dollars pour l’infrastructure publique au cours de la prochaine décennie, y compris le Nouveau Plan Chantiers Canada de 53 milliards de dollars visant l’infrastructure provinciale, territoriale et municipale.  Le Nouveau Plan Chantiers Canada, dont le lancement est prévu au printemps 2014, est le plan d’infrastructure le plus important de l’histoire de notre pays, et il va rester axé sur les projets qui stimulent la croissance économique.

En 2007, notre gouvernement a fourni 33 milliards en financement stable, souple et prévisible, partout au pays.  En fait, nous continuerons à offrir 6 milliards de dollars par an à des projets partout au pays dès cette année, mais en plus, les municipalités recevront 2 milliards de dollars additionnels par année par l’intermédiaire du Fonds de la Taxe sur l’essence.

Faits saillants

• Le Nouveau Plan Chantiers Canada est le plus important investissement fédéral à long terme en infrastructure de l’histoire du Canada, il fournit un financement stable pour une période de 10 ans.
• Plus de 32 milliards de dollars sont réservés aux municipalités au moyen du Fonds de la Taxe sur l’essence permanent et indexé et des remboursements additionnels de la Taxe sur les produits et services aux municipalités.
• Le Nouveau Plan du gouvernement comprend un Nouveau Fonds Chantiers Canada de 14 milliards de dollars, dont 10 milliards de dollars pour les provinces et des territoires (avec 1 milliard réservé aux petites communautés de moins de 100 000 habitants) et 4 milliards pour des projets d’envergure nationale.
• Au moyen du Fonds PPP Canada, nous offrons un nouveau financement de 1,25 milliard de dollars.

Au titre du Plan Chantiers Canada original, par des mesures de stimulation de l’infrastructure et d’autres initiatives, le gouvernement fédéral a soutenu au Canada plus de 43 000 projets qui ont généré des emplois et une croissance économique, en plus de contribuer à une meilleure qualité de vie pour les familles canadiennes.
