MP Ted Falk Welcomes New Legislation to Help Protect Youth from Gangs

Steinbach, MB―Member of Parliament Ted Falk (Provencher) welcomes new government legislation to help protect youth from gangs.

Introduced in February 2012 by Parm Gill, Member of Parliament for Brampton-Springdale, the Criminal Organization Recruitment Act (Bill C-394) makes the act of gang recruitment a criminal offence under Canadian law.

Bill C-394 creates a new indictable Criminal Code offence to prohibit recruiting or encouraging a person to join a criminal organization. The new offence would be punishable by a maximum of five years’ imprisonment and carry a mandatory minimum penalty of six months if the person recruited is under the age of 18.

On June 16, 2014, Bill C-394 passed Third Reading in the Senate and is now awaiting Royal Assent.

“Our Conservative Government is committed to keeping our children safe from gang recruitment,” said MP Falk. “Thanks to this legislation, we will crack down on dangerous criminals and the organizations that support them.”

Présentée en février 2012 par Parm Gill, député de Brampton—Springdale, la Loi sur le recrutement par des organisations criminelles (projet de loi C-394) rend passible de poursuites au criminel toute personne qui recrute quelqu’un au sein d’un gang.

Selon les dispositions du projet de loi C-394, constituerait une nouvelle infraction criminelle le fait de recruter quelqu’un au sein d’une organisation criminelle ou d’encourager quelqu’un à en faire partie. Cette nouvelle infraction serait punissable d’une peine d’emprisonnement maximale de cinq ans et d’une peine minimale obligatoire de six mois, si la personne recrutée a moins de 18 ans.

Le 16 juin 2014, le projet de loi C-394 a franchi l’étape de la troisième lecture au Sénat et attend la sanction royale.

« Notre gouvernement conservateur est déterminé à préserver nos enfants du recrutement au sein de gangs, a déclaré le député Falk. Grâce à cette mesure législative, nous sévirons contre les criminels dangereux et les organisations qui les soutiennent. »
